Oil slips below $106; stimulus hopes fade

LONDON (Reuters) - Oil slipped below $106 a barrel on Tuesday as investors grew less convinced that new stimulus measures from central banks in the United States and Europe would be enough to revive fragile economies and boost oil demand.

Uncertainty over the health of the global economy offset news of lower production from the 12-member Organization of the Petroleum Exporting Countries (OPEC) and an expected drop in U.S. crude stockpiles.

Brent crude eased 77 cents to $105.43 per barrel by 0813 GMT, having dropped to a low of $105.27 in earlier trade. U.S. crude was down 27 cents at $89.51, after hitting a low of $89.34.

"For the moment, the economy remains the main focus for most investors; that isn't to say that the situation in Iran and the Middle East isn't of concern," said Ric Spooner, chief market analyst at CMC Markets.

"But the market is for the moment well supplied to deal with any immediate supply disruptions."

Brent has risen 8 percent in July, the biggest monthly gain since February, while U.S. crude has added more than 5 percent so far this month, snapping a two-month losing streak.

Supply from OPEC fell by 450,000 barrels per day (bpd) in July to 31.18 million bpd, a Reuters survey showed. Investors are now eyeing data on stockpiles in top oil consumer the United States.

U.S. crude stockpiles are expected to have fallen by 1.6 million barrels last week due to lower imports, a Reuters poll of analysts showed ahead of weekly inventory data from the American Petroleum Institute later on Tuesday.

Oil prices continue to be supported by worries about supply from sanctions-hit Iran. Iran and the West have been at odds over Tehran's nuclear ambitions, resulting in crippling sanctions that have cut the flow of Iranian oil into international markets.

But sluggish growth in the U.S. and continued uncertainty over how quickly European leaders can revive their economy weighs heavily on the minds of investors.

European Central Bank President Mario Draghi promised last week to do what it takes to protect the euro, raising expectations of new policy measures to solve the debt crisis when the ECB meets on Thursday.

Spain slid deeper into recession in the second quarter as a tough new round of austerity to head off the budget crisis that threatens the euro affected both overall demand and the price consumers have to pay for goods.

Syrian troops reportedly pound Aleppo

Northern Syria (CNN) -- Rebels captured a government military base Monday on the outskirts of Aleppo, the hotly contested Syrian metropolis that has seen more than a week of bloody clashes.

The base had about 200 Syrian troops and appeared to be under attack by rebels from three sides overnight.

"The battle lasted around nine hours," said Fazad Abdel Nasr, a rebel commander working in the northern Aleppo suburbs. Nasr said six regime soldiers and four rebel fighters were killed.

The rebels also gained heavy equipment to supplement the lesser weapons they had been fighting with.

"We captured four tanks in good condition, and they are now in the hands of the Free Syrian Army. Two were destroyed," Nasr added.

Despite the boost for the rebels, the relentless battle for Syria's largest city raged on Monday.

Al Jazeera correspondent Omar Khashram was wounded during heavy fighting in a central Aleppo neighborhood. A cameraman and driver working with Khashram, who was being treated in a hospital in Turkey, told CNN that shrapnel from a shell penetrated gaps in the correspondent's flak jacket in Aleppo's Salahuddin neighborhood.

U.N. observers have reported a surge in violence in Aleppo, with helicopters, tanks and artillery being used, mission head Lt. Gen. Babacar Gaye said Monday.

Regime forces launched missiles and shelled from attack helicopters, opposition activists said.

Aleppo, Syria's commercial and cultural hub, has seen a mass exodus amid the violence. About 200,000 people in and around the city have fled shelling and heavy weapon fire in the past two days, Valerie Amos, the U.N.'s under-secretary-general for humanitarian affairs, said Sunday.

In several neighborhoods, those who remained were left without phone, Internet or electricity service as tanks shelled the city, according to Deama, an activist in Aleppo. CNN isn't using her full name because disclosing it could put her in danger.

"We're afraid they are going to do something worse. Usually, they will cut off connections and isolate these neighborhoods more when they are about to make something worse," Deama said Monday.

Residents also faced bread and flour shortages, she said. Bakeries were shuttered.

"This is like punishment from the regime. They want to make people hungry," she said.

There were conflicting reports Monday on who controlled the major Aleppo neighborhood of Salahuddin, which rebels had claimed days earlier. Both opposition fighters and the regime said Monday they had taken over Salahuddin.

At least 17 people were killed across Syria on Monday, including eight in Aleppo, according to the opposition Local Coordination Committees of Syria.

With no end to the country's 16-month crisis in sight, French Foreign Minister Laurent Fabius said his country will take more action to try to stop the bloodshed.

"As France is taking over the presidency of the U.N. Security Council on August 1, we are going to ask -- before the end of the week -- for a meeting of the Security Council, probably at a ministerial level ... to try and stop the massacres and prepare for the political transition," Fabius told French RTL radio on Monday.

Also on Monday, the top diplomat at the Syrian Embassy in London resigned his post, the British Foreign & Commonwealth Office said. Charge d'Affaires Khaled al-Ayoubi told British officials that he was "no longer willing to represent a regime that has committed such violent and oppressive acts against its own people," the office said in a statement.

Earlier Monday, a Syrian brigadier general -- who is also a deputy police chief of Latakia -- defected to Turkey, the Turkish Foreign Ministry said. An additional 11 Syrian officers also defected overnight, the ministry said. The total number of Syrians who have fled to Turkey has reached 43,500.

Meanwhile, fighting words continued between Syrian President Bashar al-Assad's regime and opponents near and far.

Syrian Foreign Minister Walid Moallem gave ominous words Sunday about the battle for Aleppo, vowing that rebels would not gain control of the city.

"Since last week, (opposition fighters) planned for whatever they called the 'great Damascus battle,' but they have failed after one week," Moallem said, referring to a rebel offensive beaten back earlier this month. "That's why they moved to Aleppo, and I can assure you that they will fail."

He made his comments during a trip to Iran, one of his nation's few remaining allies.

But U.S. Defense Secretary Leon Panetta predicted Sunday that the Syrian regime's violent crackdown in Aleppo will prove "a nail in Assad's coffin" by turning even more people against al-Assad and his government.

Nabil Elaraby, the head of the Arab League, said Sunday that the league believes war crimes are being committed in the city.

Blog: A bloody mess could get messier

With reports of incessant attacks rocking Aleppo, the head of a prominent Syrian opposition group pleaded for world allies to help arm rebels with "weapons that will allow us to stop tanks and planes."

"Our friends and allies will bear responsibility for the terrifying massacres that will happen in Aleppo if they don't move soon," Abdulbaset Sieda, head of the Syrian National Council, said Saturday.

The Syrian crisis started in March 2011, after al-Assad's regime violently cracked down on peaceful protests seeking his ouster. The Assad family has ruled Syria for more than four decades.

More than 20,000 people, mostly civilians, have died in the conflict, the LCC said. Last week, U.N. Secretary-General Ban Ki-moon said almost 17,000 people have died.

Video Conferencing Technology: Shaping the Future

The technology of video conferencing -long the domain of science fiction movies from the 1960?s onwards ? has become a daily reality in today?s world thanks to VOIP systems like Skype, Vonage and other purely web based platforms like GoToMeeting.

Video conferencing technology is improving on an annual basis and this is happening in tandem with steady improvements in bandwidth allowances, streaming video rendering and wireless connectivity. These accessory technologies are vital to the continuous growth of Video conferencing and its future developments.

At the current time, video chat is overwhelmingly being used for private communications amongst friends, family and relatives over the internet. The project was soon scrapped due to video quality and transmission problems, but the fact that it was tried at all illustrates how the push in a video chat intensive future is underway.

Other future uses of video conferencing include military planning sessions, public debates amongst politicians and political conferences amongst world leaders. All of these are already being conducted, but the scale and scope will eventually increase dramatically.

It?s not just the user-end aspects of video conferencing that are going to see heavy expansion; hardware and software are changing and improving too. In the near future it will almost certainly be possible to create video display units that seamlessly and unobtrusively cover an entire wall or are meshed with a CEO?s work desk. Soon enough we may even see the advanced development of 3D conferencing technology that allows collaboration based on three-dimensional object and product designs

Numerous major tech players have clued into the enormous potential of telepresence services and products. Title-less But in a Relationship? A Black Woman Held Hostage ...

?We?re together, but we?decided not to put a title on our relationship.? The words, barely audible, came from my best friend?s mouth as if she?d just sold her common sense in exchange for love and a warm body between her bed sheets. What?s a best friend like me to do when I face the same vulnerabilities of??going through the motions of investing love, quality time, energy, and emotions, all without the very basic relationship fundamental: a relationship title.??So I did what any best friend would do; I listened and remained nonjudgmental. I listened as she told me she met his child and his child?s mother and how she was emotionally growing closer to her man. I listened as she told me she was always introduced to his friends and family only by her first name. I listened as she tried to make logic out of being in an exclusive relationship without having the title of being in a relationship.

While I listened, I also heard her pain, her silent cry of wanting more. One would think it would be easy to define a relationship ? simply communicate with your partner your needs and requirements. Sounds easy, until you?re in the situation, that is ? a situation where you?re getting the quality time, bonding, attention, and consistency you want from a man. The saying goes ?the heart wants what the heart wants.? In this case, it wants love, care, attention, affection, and companionship, but neglecting to put a title on a relationship does the heart a great injustice.

If love is a battlefield, then being in a relationship without a title is like being on the battlefield without armor. Defining a relationship is the very least one can do to avoid heartache. You can?t control how the relationship goes or grows, but putting a title on it solidifies you?re in a dual situation, where both individuals are held accountable to uphold the relationship. Title-less is no way to maintain a healthy relationship. It all boils down to whether or not you are claimed. There are those (male and female) who opt out of using titles because of underlying commitment issues, and then there are those who find not using a title takes pressure off the relationship, which, in other words, is?sex with no strings attached. If you?ve lived long enough, you know sex without personal investment can be emotional suicide.

All too often black women in search of love find themselves in an undefined relationship. Could it be the nagging relationship statistics creating the theory that there are not enough black men to go around? Could it be being single for so long creates a bottomless void of loneliness? Could it be unresolved insecurities keeping my best friend held hostage by an undefined relationship? Regardless of the reasons, my best friend, like any woman in a relationship, deserves a title. Don?t be held hostage. Define your relationship, Clutchettes.

?Multicenter hospital data show an increase in pediatric admissions for physical abuse and high-risk traumatic brain injuries (TBI) during a time of declining all-cause injury rate. Abuse and high-risk TBI admission rates increased in relationship to local mortgage delinquency and foreclosure trends.?

The concert venue was filled mostly with big Madonna fans since the tickets for the show were available only to members of her official fan club before being released for sale to the general public. The concert was broadcast live via YouTube.

The supplementary concert was added to the singer?s tour just last week and was sold out after just a few hours, with Material Girl devotees paying from 80 to more than 280 euros for the limited seats. Hundreds of fans gathered outside several hours before the show to fill the Olympia?s 2,700 seats and many slept on the streets overnight from Wednesday to Thursday. After the show, many of them gathered in the streets in front of the theater and yelled ?remboursez! remboursez!? which means ?give us our money back!? in French.

PSU coach O'Brien: Team will stay together

CHICAGO (AP) ? Penn State coach Bill O'Brien says he doesn't anticipate losing the core of his team, despite the heavy sanctions the NCAA dropped on the Nittany Lions.

Joining his colleagues at Big Ten media day on Thursday, O'Brien said he and his players are ready to push hard against adversity. Penn State is facing plenty of that after the NCAA levied tough penalties on the program this week, all stemming from the school's handling of the Jerry Sandusky child sex abuse scandal.

The sanctions will keep Penn State out of bowl games for four years and allow players to transfer without sitting out. Those who are going to make a move will likely do so soon. Training camp for all schools begins in early August.

Buzz has centered on the possible departure of Silas Redd, an incoming junior tailback who earned second-team All-Big Ten honors last season while rushing for 1,241 yards.

"The sanctions are what they are. It's time to get up and get going," O'Brien said. He added he didn't know of any player who is planning to transfer from Penn State. He also said didn't know which schools had visited State College to see if any of his players would be interested in leaving.

"I have no idea which schools were on campus, nor do I care," O'Brien said.

"I don't anticipate losing any core, key players."

O'Brien said the selling points of staying at Penn State were the world class education, playing in front of huge home crowds and learning the game from a coaching staff that could also help prepare them for the NFL.

Senior Nittany Lions linebacker Michael Mauti said the university community has rallied around the team.

"I know people are behind us, I know the whole school's behind us, the Penn State family," he said.

"I've had at least 50 emails, 100 text messages, phone calls from everybody, alumni, players who played here in the '60s, 70s, 90s and active guys on rosters in the NFL. The heads of departments ? psychology, education. There's no doubt in my mind that there's a huge, huge, support base for us and when I get messages like that I put them up in my locker room for everyone to see and together to know that we do have that kind of support."

Wisconsin coach Bret Bielema said Thursday that he has no plans to recruit the players at Penn State, suggesting it would violate what he calls a Big Ten coaching brotherhood.

Other members of the brotherhood weren't so sure about that.

"We're going to follow the rules and the rules allow you to recruit," said Purdue coach Danny Hope, who acknowledged contact between his staff and some PSU players. "For us not to compete would be a disadvantage for our football program. Whether anything materializes out of it, I don't know. If they're available, we're interested."

Ohio State coach Urban Meyer said he had a "problem" with recruiting at Penn State.

"I don't know enough about the rules," he said. "If a player reaches out, says, 'I want to leave here, I'm out of here, I'm gone,' and reaches out to someone, the player has a right to choose, especially by the rules, to go where he wants. To actively go get a player on a team, I'm not sure. ... I don't really understand the rule, I'm going to look into it."

Bielema has already decided.

"I made the decision as a head coach we would not reach out to any Penn State players," he said. "I think one of the things that I've loved and appreciated about being in this conference is there is a genuine respect for everybody in our league that you are a Big Ten brother and ... we're a group of coaches that have a network that's beyond anybody's expectations and helping us in recruiting."

He added: "And it wasn't anything more than I have a group of 105 players that are reporting on Aug. 5 that I want them to understand and believe that I think they can help us win another championship. And to bring someone in at this point so close to the season, I just wasn't comfortable with it."

Illinois coaches were in State College, Pa., on Wednesday and other coaches have said they've been in contact with players. Preseason practice starts at Penn State on Aug. 6. At least 13 top players and as many as 30 affirmed their commitment to Penn State on Wednesday, including Mauti and senior quarterback Matt McGloin.

New Illinois coach Tim Beckman said coaches seeking Penn State players have nothing to apologize for. He said the Illini sent a list of names to Penn State before doing anything else.

"We're just following the rules of the NCAA," he said. "We were in State College but we did not go on campus. We went to establishments outside campus and called some individuals. If they wanted to come by, it was their opportunity to come by."

Bielema said he was impressed by the Penn State players who gathered to announce their decision to stay.

"I'm going to be their biggest fan for every week of the year for the guys that stay there and stick it through," he said. "My hat's off to the coach and all the players staying strong."

Michigan coach Brady Hoke said he glanced at the Nittany Lions' roster but was not going after Nittany Lions players.

(AP) ? A 15-pound lobster facing a sentence of lunch has received a pardon from Connecticut's governor.

The Day of New London reports (http://bit.ly/M9EUM2 ) Gov. Dannel P. Malloy was visiting tourist attractions in southeastern Connecticut when he issued the impromptu pardon at Abbott's Lobster in the Rough restaurant in Noank.

The governor then released the crustacean into the Mystic River.

The move came a day after a Niantic man bought a 17-pound lobster at a Waterford restaurant and released it back into Long Island Sound.

Randy Fiveash, the state's tourism director, compared the governor's action to the president's annual pardon of a turkey on Thanksgiving.

Malloy has been visiting tourist spots across the state after launching a two-year, $27 million campaign earlier this year to promote the industry.

Poll: Few think Romney's faith resembles their own

WASHINGTON (AP) ? Most of America doesn't relate to Mitt Romney's religion but that may not matter in his race against President Barack Obama.

Those are the findings of a new Pew Research Center poll released Thursday, about a month before Republican Romney is set to become the first Mormon presidential nominee of a major political party.

Misgivings about the Mormon faith are widespread and persistent. Nearly two-thirds of non-Mormons said they see Romney's faith as very different from their own while just half consider it a Christian faith. Those numbers are little changed since Romney's first run for the presidency pushed Mormonism to the political forefront in 2007.

Despite those qualms, most voters who know that Romney is a devout Mormon say they are comfortable with his religious beliefs, and few voters reject his candidacy solely because of concerns about his faith.

Romney rarely discusses the details of his faith in public, preferring to focus on how it has helped him connect with people. In an interview Wednesday with NBC News, Romney again credited his religion with shaping his perspective and said he would talk about his experiences in the church. He did not address his spiritual beliefs.

"I'm ? without question ? I'm a member of the Church of Jesus Christ of Latter-day Saints. I'm proud of that," Romney said. "Some call that the Mormon Church, that's fine with me. I'll talk about my experiences in the church. There's no question they've helped shape my perspective."

Views of Mormonism generally have held steady.

About six in 10 non-Mormons see it as very different from their own faith, and about half say they consider it to be a Christian religion, as Mormons themselves do. Among other Christians, black Protestants (66 percent) and white evangelicals (63 percent) are most apt to say they consider the faith sharply different from their own, while white evangelicals (42 percent) were most likely to say the Mormon faith is not a Christian one.

The poll, conducted jointly by the Pew Research Center's Forum on Religion and Public Life and its Center for the People and the Press, found the public's knowledge about the religious beliefs of the two men vying for the presidency remains murky ? even as two-thirds say it is important that a president have strong religious beliefs.

Sixty percent of registered voters know Romney is a Mormon, about the same as in a March poll. Nine percent think he follows another faith and 32 percent weren't sure. About eight in 10 who know of Romney's beliefs are either comfortable with them (60 percent) or say it doesn't matter (21 percent).

Discomfort with Romney's faith peaks among several groups not often on the same side in politics: white evangelical Protestants, black Protestants, atheists and agnostics. White evangelical Protestants broadly back Romney for president despite their misgivings about his religious background, while the other groups are far more likely to support Obama.

Overall, the poll found Obama holding a 50 percent to 43 percent lead over Romney.

Concerns about Romney's religion seem to dampen enthusiasm for his candidacy among some Republicans. Those Republicans who are aware of Romney's faith and are uncomfortable with it are far more tepid about his candidacy than Republicans who express no concerns about his faith.

That diminished enthusiasm could hurt Romney this fall. A candidate's strongest supporters often are the most likely to turn out to vote. The poll found Romney lagging behind Obama in strong support generally, with 32 percent strongly backing the president and 15 percent committed to Romney.

With regard to Obama, the poll found that misperceptions about his faith persist.

About half of registered voters correctly say Obama is a Christian. Seventeen percent misidentify him as a Muslim, 3 percent say he adheres to some other faith and 31 percent say they are unsure.

That's a slightly higher number misidentifying the president as a Muslim than in October 2008, during his first run for the presidency. Back then, 12 percent said they thought Obama was a Muslim. Nearly all of that increase is among Republicans, however, as the share in that group saying Obama is a Muslim has nearly doubled in that time.

Overall, those who are aware of the president's faith are broadly comfortable with it. Among those who know Obama is a Christian, 82 percent say they are comfortable with his faith. Only about one-fourth of those who identify him as a Muslim say they are comfortable with what they see as the president's religious beliefs.

The poll was conducted by telephone June 28-July 9 among a random national sample of 2,973 adults, including 2,373 registered voters. Results among all adults have a margin of sampling error of plus or minus 2.1 percentage points, among registered voters, it is 2.3 points.

Fed has few options as global growth slows

For the first time in decades, the U.S. Federal Reserve is looking like a toothless tiger.

As it becomes clearer that the multiple gears of the worldwide economy are slowing in unison, pressure is mounting on the world's largest central bank to spur growth.?But with the cost of borrowing money already at historic lows, it?s far from clear whether further measures aimed at making money cheaper will help.

"They have a hammer and they're looking for a nail," Alan De Rose, managing director of government trading and finance at Oppenheimer, told Reuters.

The Fed's policy-setting committee meets next week amid reports that it may be close to taking fresh action to stimulate the flagging economy.

With businesses worried about taking on new risk and households struggling to make ends meet, fresh data this week point to an ongoing economic slowdown in the U.S.

The Commerce Department?s initial estimate of second quarter gross domestic product, due Friday, is expected to show the growth rate slowed to 1.2 percent from 1.9 percent in the first three months of the year. The slowdown follows a series of monthly reports pointing to a weakening job market and a stubbornly high unemployment rate.

American businesses continue to feel the impact of a deepening recession in Europe. Surveys of Europe's private sector this week showed?the contraction that began in the eurozone's weaker economies has now spread to Germany and France. Across the 17 countries that use the euro, manufacturing output has tanked. Consumers are gloomier than they've been since 2009.

As the European meltdown weighs on the overall U.S. economy, states that rely heavily on exports are most at risk from the deepening crisis overseas.

When the global credit markets collapsed in the fall of 2008, central banks around the world quickly exhausted the primary tool they?ve reliably used to fight financial fires for decades: slashing the interest rates on money lent directly to banks. Despite those efforts, the world economy slid into a nasty recession.

Since then, the Fed has employed a set of new tools, including the purchase of some $2 trillion in bonds to lower rates on other forms of credit, among them?home mortgages. For a time, those moves seemed to revive growth: gross domestic product and hiring picked up last year, and the housing market appeared to have stabilized.

Despite a flurry of?press reports of possible new moves, the Fed is not expected to make any fresh announcements before its next two-day policy meeting next week. Even then, most of the measures under consideration have already been tried.

Buying more bonds could help prop up the financial markets, but would do little to spur borrowing and lending.?With interest rates at or near record lows, extending the promise to provide ultra-low rates beyond 2014, by itself, isn?t likely to encourage businesses and consumers to take on more risk.

So, with global economy slowing, the Fed is reaching deeper into its toolbox.

With borrowers on the sidelines, Fed policy makers are considering measures to try to prod bankers to push more money into the system. One such move would be to reward banks that make more loans, an idea borrowed from a recent program launched by the Bank of England. Bernanke hinted to reporters in June that the Fed was considering the plan.

Another measure aimed at prodding bankers to move more money out of their vaults and back into the economy would involve cutting the interest rate the Fed pays financial institutions to park their cash reserves with the central bank, which now stands at 0.25 percent.

But no matter how many creative new moves they try, Fed chairman Ben Bernanke has conceded that the impact of these policies will be limited. As he warned lawmakers last week, the central bank faces major obstacles to its mission of promoting strong growth and steady prices that are beyond its control.

"The recovery in the United States continues to be held back by a number of other headwinds, including still-tight borrowing conditions for some businesses and households, and the restraining effects of fiscal policy and fiscal uncertainty," Bernanke told a Senate panel.

Translation: Companies and consumers are still having a hard time qualifying for loans. And unless Congress and the White House head off the looming $600 billion ?fiscal cliff? of massive tax increases and spending cuts, there is little the central bank can do to stave off another recession.

The Fed isn?t alone in its?predicament.

With the world now locked in what appears to be a coordinated slowdown, central banks around the world have been flooding the system with money to prod businesses and consumers to borrow and spend.

But the global economy continues to lose momentum. The slowdown is most pronounced in Europe, where a deepening debt crisis is weighing on business and consumer confidence and hammering the banking system.

Like their American counterparts, European central bankers are struggling to push money into the economy.? But deep government spending cuts in Greece and Spain have left many households without a paycheck to spend.?And in the midst of a debt-induced a financial storm, business and consumers across the continent are in no mood to borrow. A closely watched European Central Bank survey Wednesday showed that demand for credit remains weak in the eurozone.

In China, the last major economy showing strong growth, that forward momentum is also slowing. Though still booming compared to developed economies, Chinese officials are trying to steer their emerging economy on a course that maintains robust growth but avoids a ruinous run-up in prices.

After adopting measures last year to cool an emerging price bubble, Beijing is now moving to boost growth again. But those measures are expected to be too limited to help revive the rest of the global economy. ?

Paris suit against tech firm accused of aiding Syrian regime

Human rights groups filed a complaint in Paris Wednesday to urge the judiciary to probe the alleged involvement of French firm Qosmos in supplying Syria's regime with surveillance equipment.

While France condemns President Bashar Al-Assad's violent crackdown, it is vital that full information be released "on the involvement of French companies in supplying surveillance equipment to the Syrian regime," said Patrick Baudouin of the International Federation for Human Rights (FIDH).

The FIDH and the Human Rights League (LDH) said in a statement that they had jointly filed the complaint with the Paris prosecutor.

"Western companies must know that they cannot sell this type of equipment to authoritarian regimes without being held accountable," said Michel Tubiana of the LDH.

Qosmos says on its website that its core expertise is providing "technology that creates an information layer in communications networks, enabling detailed, real-time visibility into all IP (Internet Protocol) traffic as it crosses networks".

French authorities in May opened a probe into the activities of Amesys, another French technology firm, after the FIDH and LDH filed a complaint accusing it of providing surveillance equipment to Libya's now deceased strongman Moamer Kadhafi.

The equipment, the groups said, was aimed at targeting "opponents, arresting them and putting them in prison, where they were tortured".

Amesys said after the probe was announced that it "very strongly denies the accusation of 'complicity in torture' and hopes to quickly be able to inform the investigating magistrate of the reality of the case".

The company had admitted in September that it supplied Kadhafi's regime with "analysis equipment" but noted the deal was made only after Libya had improved ties with the West and that it did not operate any surveillance.

The 25 November 2011 Parliamentary Election: Future Scenarios

The last Parliamentary elections of November 25, 2011 were of special value since they took place at a very sensitive time in both domestic and international political developments. It came as a result of the overthrow of four long lasting political systems thanks to the Arab spring?s peaceful protests: Zayn EL Abidin Ben Ali in Tunisia, Hosni Moubarek in Egypt, Ali Abdellah Salih in Yamen and Muammar Kaddafi in Libya?s reign came to an end. Importantly enough, it came in the wake of adopting a new constitution for the Kingdom, the break out of 20th February movement protests all over the county and a financial crisis and demonstrations that crawled from the East and swept different regimes in its way.

Morocco has been taken by pro-democracy protests decrying lack of freedoms, unemployment, poverty and widespread corruption and thousands of problems that the new elected head of the government must deal with. King Mohammed VI sought to soothe tensions by ordering a constitutional reform ? in his speach of 9 March ? that gives parliament more power and moved up legislative elections by a year

The PJD performed remarkably well; it succeeded to sweep the last election, rising from 9 seats in 1997, 42 seats in 2002, 47 seats in 2007 to 107 seats in 2011. It came first achieving approximately 29 % of seats

Under a new constitution proposed by King Mohammed VI in the wake of the Arab Spring uprisings that was approved in a July referendum, the monarch accordingly selected a prime minister from the winning party instead of naming, as in the past, whoever he pleased.

The new government will have to work with the king, who still retains broad powers and acts as an arbitrator, at a time when Morocco is facing significant challenges, such as high youth unemployment, increased social awareness, and a growing sensibility of protests. Additionally, public finances have worsened for the following reasons: the decrease of international investment by 24%, and the decrease of remittances from Moroccan immigrants abroad by 36%, subsequent years of drought, an unbearable rise of oil prices (over $100 USD per barrel), the awful rise of the Subsidy Fund?s (SOUNDOUK AL Makassa) expenditure to more than 20 million dirham a year, and many other hectic and decisive problems like the aggravation of foreign debts of unprecedented? levels. On the other hand, the electoral campaign of the PJD? promised to cut poverty in half, raise the minimum wage by 50%, create jobs for more than 200,000 unemployed persons, and finally to improve the annual rate of development to 7%

Being under the anvil and hammer of its promises to the Moroccan citizens and local and international demands, the PJD was elected to lead the government.

While it remains notoriously difficult and risky to predict a future decline of the Islamists based on reading either the flow of social and political events or the process of these movements starting from the seventies, for this thesis it would nonetheless seem likely that major changes are to occur in the near future, either within the major Islamist organizations (Al Adl and MUR/PJD) or in the Makhzen?s responses to them.

The most probable near term future scenario is a decline in the influence of the Islamists and their representation either in the Parliament or in the government as ?they will not be allowed to gain considerable influence but will be kept ?in place? at their current level of support via electoral rules and continued support to the PAM,? [1] which means that the process adopted by the authorities for more than four decades to tame the Islamists finally will come to an end? and succeed in its endeavor -as it did with USFP and the leftists.

That is, for both the Islamists and the leftists, the system used the same methods; the system via democracy?s game, attempted successfully to boost its political opponents? reputation in the opposition before allowing them ? in a challenging period ? to lead the government, from where they automatically would be unable to fulfill their promises and lose Moroccan citizens? trust for ever. Furthermore, the authorities push one of its hawks to found a political party that can curb either the Islamists or the left to gain more power, as has been the case of the party founded by Mohamed Ossman, a friend of Hassan II, who established the National Rally of Independence (RNI) and the party of the Constitutional Union (UC) after the Kutla parties dominated the Moroccan political sphere or the case of the party of The?Authenticity and Modernity (PAM)[2]

In practice this implies, from another perspective, that it seems most likely that the MUR/PJD will be allowed to continue on the formal political scene ? in return for its continued support of the regime, the fundamental rules of the political game and to create a certain political balance in case it may be used in the future against an emerging political power.

That is, I tried to analyze the impact and the makhazen? intervention in the process of taming the Islamists:? the political gains, losses and future scenario as a result of the official authorities? successful strategy. A strategy that can be divided into two phases: the first phase started in the seventies with Mouti?? and Chabiba Islamiyya/ Islamic youth and ended in 1996 when the movement of Reform and Renewal changed its name into movement of Unity and Reform? in the wake of being encouraged to integrate in an already existent political party as we have seen in the previous chapter. The second phase, started with the Islamists? acceptance to integrate into the party of Abdelkarim EL Khatib in the 1996 onwards, an ex- doctor of King Hassan II.

This chapter concludes that the limited electoral performance of the movement of Unity and Reform and its political wing PJD came mainly as a response to the state-level dynamics- the change of the election law and limitations put upon the political space of the PJD.

As argued throughout the chapter, Morocco started implementing a controlled strategy so as to domesticate the Islamists. The most important manifestation of this strategy was the political integration program launched by the state in the late 1990?s. The system?s strategy aimed at integrating the Islamists, promoting the Kingdom?s image internationally in regards to political participation, civil liberties and human rights practice. This 1990?s political opening presented on one hand an unprecedented opportunity for Islamists to officialize their political status, and on the other hand another occasion for the authorities to complete implementing their program about the Islamists as it did with the USFP ? a program that started in the early seventies.

That is, the 1997 parliamentary election gave the freshly-built PJD the political wing of the movement of Unity and Reform the opportunity to take part into official political processes, which means, as we have seen in their electoral program, the non-recourse to Islamic ideologies as a political party. The PJD?s participation in the 1997 elections, albeit modest, proved to be promising and presented the party as a strong organized political structured force. Most importantly, the 1997 elections yielded alternative authorities and brought the opposition into government. In view of campaigning effectively for the 2002 elections, the Islamist party counted on its political freshness, ?moderate? pan-Islamic agenda and also capitalized on the Socialists? failures as the alternative authorities to address socio-economic difficulties in Morocco. However, despite its broad popularity, the PJD did not achieve a parliamentary majority, compelling itself to operate as an opposition force. This outcome was mainly attributable to the King?s supremacy over electoral laws.

In fact, the amendments introduced by King Mohammed VI, such as the substitution of the ?single-member electoral districts? law with ?multi-member districts? ones in the electoral laws, and in general his constitutional prerogatives, led the party to adopt a self-restraint policy as a contract with the palace. The King sought to carefully manage the electoral process in ways that would preserve its supremacy while allowing room for Islamists to take part in the electoral process. The appointment of Driss Jettu as Prime Minister is another aspect of the King?s manipulative potential over electoral outcomes and a reminder of his absolute supremacy over domestic politics and decision-making. The subsequent elections of 2007 saw an important decline in the expectation that the PJD may perform better in subsequent elections, through garnering more seats in the parliament, which effectively happened in the last parliamentary elections of 25 November in the context of the overwhelming victory of the Islamic Movement in the elections of Tunisia and Egypt.

The system used the Islamists and their reputations in that very sensitive period so as to:

1 ? To ride out the storm brought about by the Arab spring until the situations calm down
2 ? To appear as a democratic system. Its historical hostility with the Islamists does not prevent it from handing over tp the Islamists ?the reins of power.?
3 ? To implicate the Islamists in the crisis that it is not theirs and cannot bear its responsibility, which will lead the Moroccan citizens, after the Islamists will fail to fulfill their promises, to say that: ?The Makhzen gave power to the Islamists, but they were not up to the level of responsibility, so that people despair of any good to be expected from them.?[3]

4-To declare the end of the cold war against the Islamists through a process that started the day that the Islamists were found to curb the influence of the left wing and will last until the end of their existence as the head of the current government, as happened with the USFP.
